BRUSSELS, 9 July 2026: A new report offers governments a costed way to deliver the goals they’ve set for energy security, industrial growth and decarbonisation through clean technology supply chains resilient to geopolitical shocks.
Today’s report from the Clean Technology Partnerships Initiative sets out practical recommendations for cooperation between European countries and their trusted partners to realise the mutual economic and security benefits of diversifying and securing supply chains.
European governments have been clear about what they want, including reducing dependence on volatile and at-risk energy sources, supporting key industries and meeting climate targets. But they have lacked a framework for deciding what to build at home, what to source abroad, and how to turn declarations into deals.
Drawing on an assessment of supply chain vulnerabilities across clean technologies, CTPI offers a previously unseen level of granularity on mitigating the risks that disruption poses to Europe’s security, energy resilience and growth. It then sets out how governments should prioritise among them.
The analysis details for the first time the policy and deal structures and country partnerships needed to move from political commitment to commercial agreements. And for a total investment of €19–36 billion – less than 6 per cent of what Europe invests in its energy system in a single year.
From the eight prioritised key technologies – batteries, offshore wind, grid equipment, nuclear, heat pumps, geothermal, green steel and green ammonia – the report maps the ten highest priority supply chain interventions.
CTPI analysis concludes that Europe should act first to diversify supply in the technologies underpinning electrification – batteries, permanent magnets and grid equipment – where the risks to both economic security and growth are greatest.
The model is designed to assist governments in moving beyond the emergency fixes that have kept energy flowing at great cost, at a moment when wars in Ukraine and the Gulf continue to reshape global energy markets and the materials for clean energy technology are dominated by single suppliers.
The vulnerabilities caused by geopolitical shocks are already having immediate effects. Export restrictions on rare earth materials are delaying one in five European wind projects. Transformer lead times have tripled since 2021 to as much as 210 weeks, holding back grid connections and the projects queued behind them, while a shortage of subsea cable capacity is constraining more than 130 GW of planned offshore wind.
The report’s approach is designed to reduce dependency and increase competitiveness with international partners, strengthening Europe’s ability to withstand disruption. The investment would result in an estimated 10-15 per cent of additional production capacity across partner countries in these critical technologies.
It is an insurance policy against supply-side shocks, intended to secure a larger and more resilient European share of fast-growing markets. It directly serves the objective set out repeatedly by EU and UK leaders of building the strategic autonomy needed to resist concentrated dependency.
Priority partner countries in this initial report including Australia, Brazil, Canada, Japan and South Korea, were selected for their strategic fit, existing resources and ability to anchor several supply chains at once.
It is a starting point rather than a fixed list: the same evidence base and approach can support cooperation among other groups of trusted partners as priorities evolve.

But in some critical sectors it is falling behind and in others it is failing to prepare for the future. This is not an abstract or distant problem. Decisions taken, or not taken, today will lock in vulnerabilities or advantage for decades.
“This programme represents the first comprehensive assessment of the challenges facing Europe. It is the missing link, proposing choices and recommending practical, costed solutions to tackle these challenges among a group of trusted international partners.”
